            4. (U) TITLE: Numerous Reports of Units Encountering Chemical
            munitions

            5. @ OBSERVATION: There were numerous reports, which turned
            out to be bogus, of units encountering chemical munitions.

            6. @   DISCUSSION: There were approximately six to ten reports
            of finding chemical contamination, or soldiers reacting to
            suspected chemical exposure. FOX NBCRS were typically sent to
            verify the use of chemicals and in all but one case, the reports
            proved to be erroneous. Some reports were also the result of
            false XM21 readings. Initially these reports were passed all
            the way up the reporting chain. However, as units became more
            skeptical, reports were held pending verification.

            8. @ RECOMMENDED ACTION: That validation of chemical reports
            be accomplished at the lowest level possible before sending to
            higher headquarters.
