                 2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.
                 3. (U) KEYWORDS: No keywords..
                 4. (U) TITLEs C-2: FORSCOM DIRECTED NBC COMMON TASK TRAINING
                 5. (U) OBSERVATION: Implementation a-F FORSCOM directive to
                 ensure each deploying soldier was trained in a select list of
                 NBC related common tasks (attached) was met for RC and non-Ist
                 11) (M) units.

                 6. (U) DISCUSSION: AC/RC units could not deploy without each
                 soldier being validated in NBC CTT tasks.
                     Small units, without NBC expertise, required training as
                 well as validation (testing) by SS/NBC Div (post Chemical had
                 responsibility beginning Nov 90) personnel. Train-the-trainer
                 was used for larger units while B3/NBC and Post Chemical
                 retained responsibility for validating individuals as trained.
                 This concept remained manpower intensive throughout.
                     Record individual validations was maintained by a locally
                 developed checklist. Beginning Nov 90, Post Chemical assumed
                 responsibility -For the training and provided checklists
                 to Readiness Group, Fort Riley Operations imaj
                 Ramirez) for retention.

                 7. (U) LESSON LEARNED: It was evident during training that the
                 meaning of "NBC", as a subject, had changed from "NoBody Cares"
                 to "EveryBody Cares".
