            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

            4. (U) TITLE: C2: FUNCTION OF RGFR RELATIVE TO NBC TRNS AND
            VALIDATION OF RC UNITS

            5. (U) OBSERVATION: At few times could Readiness Group Fort
            Riley representatives find resources available to accomplish the
            NBC Training and Validation mission for the RC.

            6. (U) DISCUSSION: Under the Fort Riley Mob Plan, RGFR, becomes
            a Mobilization Assistance Team (MAT).

            Under the scenario conditions of Desert Shield however their MAT
            -Functions a-F training and validation did not occur because
            (presumably)-
                MAT is formed only upon partial or full mob, not for the
            200k selective caIlLtp for Desert Shield.
                ROFR Branch Assistance Teams (BAT) exist for the several
            units with pure branch affiliation making it possible +or those
            BAT to serve those units. Since few units have pure chemical
            branch affiliation, the Chemical BAT was hard pressed to assist
            all RC units in the AO.

            As a result, the burden rested first with NBC Division, Ist ID
            (M); and in November 90, -Fell to DPTM/Post Chemical (NBC
            School). With the addition of non-deployables, Post Chemical
ltaneously.
            Assistance was requested (from RG-Cml BAT) and derived to
            conduct unit inventories at HS for all alerted units to assess
            NBC equipment readiness before movement to MS.

            7. (U) LESSON LEARNED: RB-Cml BAT requires an increase of
            personnel tc) support all RC units in its AO during mobilization.

            13. (U) RECOMMENDED ACTION: Plus up the RS, Cml BAT to allow it
            to servo all RC units in its AO, especially in peacetime (to
            permit a move periodic assessment of NBC equipment readiness).
