2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/13/9i.
3. (U) KEYWORDS. TACTICAL TRNG, RWO (REAL WORLD OPS). USA (US

4. (U) TITLE: OPERATIONS: Reserve CBS Units Tactically Weak
S. (U) OBSERVATTON: Reserve component units were generally
trained in their technical skills but were extremely weak in
both their individual and unit tactical skills.
6. (U) DISCUSSION:
(a) Reserve CSS units traditionally take only 55-65% of
their personnel to AT when complying with directives to push
MOSO and support split ATs. These units have 0real-time support
mi ssi ons that they must accompl 4 sh so that the SLtPC3orted uni ts
get the maximum training value during AT. When faced with these
suoport missions Plus the added constraint of often recei,/ina
insufficient terrain allocations to train properly at AT, CBS
units orovide the support but sometimes fail to accomplish all
of their own individual and collective) trainina tasks. Granted,
an aacressive commander with a definitive training program may
get a little more benefit from the training period, but not much
more. The bottom line result is that CBS units focus on
omplishment while
ignoring combat surviveability tasks. This causes them to become
tactically WeaP.
(b) Timelines for Desert Shield deployments did not provide
units with enough time to adequately train with their equipment
on unit tactical tasks be-Fare their equipment was shipped.
7. (U) LESSON LEARNED,. none
S. (U) RECOMMENDED ACTION:
,a) Place more emphasis on CSS units attending AT in their
entiretv (ver--Lqs split support) to maximize trainina as i uni47.
(b) Do not ship Ltnit's equipment until all tactical training
has been accomplished.
(c) Durina AT, RC CBS units should train to standards the
