S. (U) NBC Eyectitive Summary regarding Reserve Component Units.
a. PLANNING. Unlike the deployment of Active Component
(AC) Units, no Fort Riley plan e:,isted to mobilize Reserve
Component (RC) Units at less than -Full mobilization. The
existing Fort Riley Mobilization Plan also contained very little
detail on NBC.
(1) There was neither time nor precedent for preparing
an NBC operations annex that addressed how to assist mobilized
RC Units in preparing ;or war in a chemical environment.
Planning was real-time and driven by FORSCOM directives which
specified Minimums for training and logistics.

Riley (RGFR) was to become a Mobilization Assistance Team (MAT)
with training and validation functions under -Full mobilization.
RGFR assumed this role under the the Desert Shield 200K call-up,
but it was unable to support the NBC training and validation
mission. Consequently, this responsibility first +ell to the
lst ID NBC Division in Aug 90, and later shifted to the Fort
Riley DPTM/Post Chemical Office (NBC School) in Nov 90.
Chemical assisted RC Units at the Mob Station
with the following tasks: conducting comprehensive NBC
ec7uioment inventories. placing requisitions: conducting
individual training, sizing masks', and chemical protective
garments: validatiria individual NBC proficiency. conducting CS
Chamber exercises; executing bull: draws of CDE and Class VIII
NBC SLLPPlieSt and receiving Threat Briefings.

(1) Preparation by many RC Units for mobilization and
deployment in an NBC environment was minim.?I.
(a) Most units did not have serviceable and/or
Sufficient quantities of individual protective equipment, unit

units had the helmet cover or NBC bag.
