          met with a local Saudi civil defense official, Capt
                    today at igjqjqj. i7i!so in attendance were the safety
          officials of
          respectively.

          2. The meeting was productive.

              a. It was confirmed that the storage levels of the toxic
          chemical, anhydrous ammonia, were reduced to approximately ten
          percent of normal storage capacity. They have been working at a
          minimum level of storage and production for some time now.

              b. The storage levels of the anhydrous ammonia, which is
          stored both in the industrial port and at plants south of Haii 1
          through 3, though reduced is built up slowly during the month while
          awaiting shipping. Though the safety storage features of "double
          shell" tanks and emergency drainage systems for the chemical were
          discussed, we are not%, Concerned about the potential danger of these
          minimum storage levels as stocks are built up during the month.

              C. Capt             and the safety officials reviewed all the
          safety and alert measures, including the operations center at the
 and the monitoring system throughout the
          Industrial City.
          3. We are preparing another report, to follow shortly, that will
          demonstrate the anhydrous ammonia threat to the commercial port
          based on these minimum levels. The issue will then become one of
          acceptable risk.
