            RC units relied upon the Active Component's knowledge of how to
            get things done at Fort Riley. Span of control became a major
            concern as Active Component units began to deploy. Ultimately,
            Fort Riley was left with little capability to support mobilized
            separate companies and detachments. The creation of a
            provisional Battalion Headquarters certainly would be
            recommended and should be considered for redeployment and
            demobilization.


                j. It was deemed critical to have a Mob Planner serve as an
            interface between the units and installation staff. CPT
            Sanders, one of the IMAS, was able to head off potential
            difficulties and misunderstandings by making frequent daily
            visits to RC unit commanders and ISGs in their unit areas.

                k. With the arrival of an IMA SSM, a KS ARNO KPUP, and a
            non-deployable soldier, Mob Plans began to reconstruct the
            administrative and day to day duties that were neglected due to
            insufficient manpower. Lack of an NCOIC and enlisted/clerical
            expertise greatly degraded our ability to track and capture the
            rapidly changing events of mobilization, prepare and hold Mob
            Cell meetings, and respond to routine requests -From Reserve
            Component Units that had not yet been mobilized. The lesson
            learned was the importance of having a competent NCOIC as well
            as administrative continuity to ensure that a high quality of
            mobilization operations can be sustained.
