rooms/JSIIDS for units. Since all units were initially housed
in the Camp Forsyth area, DOL assigned and issued the dining,
billeting, and admin facilities. Advance Party inprocessing
usually was completed within three and a half hours.
e. Convoy routes and gate times were coordinated by Mob
Plans with Provost Marshal, Reserve Component Unit's
Headquarters, and KS STARC movement control officers. Routes
utilized were previously designated in the Information Guide.
Arrival times were adjusted -For the conveience of units and KS
STARC'since deconfliction at Fort Riley was not an issue.
f. Main Bodies generally were directed by Mob Plans Office
to arrive late in the afternoon or early evening. Inprocessing
+or the main body began early the next morning. The first
facilities utilized were adequate -For smaller units,, but the
need for additional facilities with larger capacity soon became
apparent. Basically, to process 400 personnel in 6 hours,
the following assets were required: 19 AG clerks, 10 medics, I
optical machine, 8 doctors, 1 ID tag machine, 2 ID card cameras
and staff, 2 SJA officers, 12 finance clerks (a pay station +or
cash payment), plus an ACS representative who provided soldiers
with info on Fort Riley morale and welfare Support. Troops were
then bussed to 5 dental clinics +or evaluation.
g. By collecting the medical records from the Advance
Party, MEDDAC was able to prepare required immunizations prior
to beginning main body inprocessing. Unit clerks and leaders
tributing
records and controlling personnel. Large Units inprocessed in
groups of 20-30 or by platoons under the control of unit
leadership.
h. Training commenced only after Main Body inprocessing was
completed. An early lesson learned was the need to emphasize
the importance of all unit members being present +or the
inprocessing. Commanders allowed t:fieir soldiers to divert
to other duties if the requirement +or all soldiers to be
present for main body inprocessing was not strongly emphasized.
i. The Fort Riley Mob Plans has a command and control
organization based upon Full Mobilization and the call up of
brigade, battalion, and group HHCS. Since this was not the case
in Desert Shield, Active Component battalion headquarters were
tasked to provide C2, and the mobilized units were attached
accordingly. As this was a -foreign concept to the Active
Component Commanders, we held initial coordination meetings to
delineate the mission each time a Reserve Component was
assigned. The amount of support and assistance a RC unit needed
from the Active Component C2 Headquarters varied. Basic
responsibliity was for logistics support beyond the Reserve
Component Unit's capability plus training assistance as needed.
