      SUBJECT; DESTRUCTION OF CAPTURED MUNITIONS

            REF: A. MESSAGE-23202OZ FEB 91, SUBJ:CAPTURED OR ABANDONED
      CHEM/BIO MUNITIONS, COMUSARCENT MAIN//G3//

           B. MESSAGE-24120OZ FEB 91, SUBJ: CMDRIS GUIDANCE FOR
      DISPOSITION OF CAPTURED CHEM/BIO MUNITIONS,USCINCCENT.

WARNING: ALL CAPTURED MUNITIONS NEED TO BE EXAMINED BY EOD
(EXPLOSIVE ORDNANCE DISPOSAL) PERSONNEL PRIOR TO
                DESTRUCTION.

      1. MUNITION TYPE AND FILLER NEED TO BE POSITIVELY IDENTIFIED PRIOR
TO DESTRUCTION. Iraqi munitions may or may not be readily
identifiable by U.S. Forces. The marking system utilized by Iraq at
times will purposely mislead personnel to believe they are handling
conventional high explosive munitions while in fact the munitions
are CHEMICAL/BIOLOGICAL filled. Personnel destroying any munitions
must be certain they do not inadvertently release a
      CHEMICAL/BIOLOGICAL agent.

      2. EOD PERSONNEL MUST EXAMINE ALL ENEMY MUNITIONS to determine if a
chemical/biological hazard exists and to preclude the possibility of
the munitions being boobytrapped. All captured munitions must be
secured by the capturing unit who will notify their supporting EOD
unit. The EOD personnel will then make a determination of munition
type and filler. If the munitions are positively identified as
being a high explosive type and of no intelligence value, they will
be destroyed. Dependant upon available expertise, routine
destruction can be done by other than EOD personnel. If the unit
which captured the munitions lacks demolition qualified personnel,
EOD unit personnel may be requested to perform/assist in the
      destruction.

      3. MUNITIONS IDENTIFIED AS CHEMICAL/BIOLOGICAL NEED SPECIAL
theater of operations USARCENT was appointed
the executive agent responsible for the conduct of EOD operations
involving chemical and biological munitions or agents. This was
directed in the USCINCCENT message referenced above. In accordance
with ref. B, EOD unit personnel must determine best course of action
      with such munitions.
