             This unity of effort proved to              be invaluable since the
             United States and the -United Kingdom's scientific and
             techical intelligence programs greatly parallel each other.
                   f. r&) The JCMEC mission continued to expand with the
             attachment of 45 soldiers from the Sth Chemical Company, 9th
             Infantry Division. Their mission was to collect biological
             air safaples and provide a strategic standoff chemical                                m
             detection capability across the theater front using two
             ex erimental systems- The XM21 chemical detection system
             ang XM2 biological @ir sampler were both fielded to provide
             this coverage. Nine teams consisting of three soldiers each
             deployed to-ist MEF, XVIII Airborne Corps and VII Corps.
                           NJ     Additionally, the JCMEC deployed t4,chnical
             intelylgence     iaison officers to VII Corps and XVIII ABC G2
             operations and to the JIFs East and West to coordinate and
             enhance the mission of technical intelli nce. The initial
             liaison      team   established      within    @hee   513th MI BDE
             Intelligence      Center    remained     throughout     the      entire
             (?Peration.      These liaison representatives proved to be
             invaluable in    coordinating the missions of the JCMEC.


             C. ISSUES:

             Desert Shield/Storm.          This did not allbw timely reporting
             from teams nor taskin       ta the teams from the battalion
             operations.       Pre-scgeduled times for teams to call the
             battalion via tactical lines were used. Secure long range
             communications are needed to            ermit rapid reportin

             equipmeht to the JCMEC.            The FMIB has only one Heavy
             Equipment Transport (HET) and one 5-ton wrecker. - This is
             not -sufficient for back hauling captured material over an
             extended battlefield containing s@veral high priority items
             simultaneously.        This required coordination-for additional
             back haul capabilities          through     Brigade    and      ARCENT.
             Additional assets were provid&d, howe@er the staffing and
             coordination process does not facilitate rapid recovery of
             items from the battlefield when located.
