            remain at a premium. This combined with the inability to get safe
            buses that operate without breakdown of transport of personnel to
            f acuities, has ef f ected our mission considerably. When of f duty,
            the use of a vehicle for morale activities is limited. When one is
            available, the policy of driving it (whether it be a military
            vehicle or leased) in full military uniform both on and off Eskan
            is a morale detractor since the personnel are off duty.

                  Close   coordination was made with         senior NCO's      and
            representatives from 2nd ASB, 999th Transportation Company, 1011
            Suply Company, the Comptroller office and the MWR office in order
            to better our living conditions, create more social functions and
            to identify and reward superior soldiers.

                  The outcome of this coordination was color TV's and VCR's for
            our trace, room f urniture and air conditioners. our hospital units
            also sponsored parties in Eskan Village. The 50th General Hospital
            ran the "Valentines Day Party" and the 382nd Field Hospital ran the
            "St Patricks Day Party" and a country and western dance.

                  We also identified and processed gualified personnel in every
            unit for promotion and/or awards.

                  The Medical Group provided newsletters/updates to the task
            organization thatinformed units of policy, changes, @ervices and
            recognation. (See exhibit 25)

                  Our medical personnel also worked daily in the PX, laundry,
            and MWR in order to support community morale for all who utilized
            the facilities.

            2. Inadequacies of organizational structure

                a. Personnel

                  The following additional positions should seriously be

            environment. The units ability to operate ef f ectively requires the
            positions be allocated and f illed. The true test of   the TOE's  has
            been completed (war), and   the shortfalls identified.
