4. LOGISTICS
Since the initial feeder report covering 21 November-16
January 1991, little has changed to report any significant
improvements in the "logistics system".
In effect, there was no logistical system in place prior to or
after 17 January 1991 for our medical units in Eskan Village and
the surrounding area.
Bandaid measures such as the 2nd ASB, the 1011th S&S Co and
local purchase authority were ineffective in that they were not
preventative in nature and did little to cure the disease. Like
religion, they provided hope and time but little else.
ARCENT and SUPCOM appeared to give only marginal priority for
our medical units who came over in country People Rich Equipment
Poor.
The Group staff studied the needs of our subordinates,
consolidated, and input them. They were never acted upon. In the
end, the units without resources had to input their own
requirements which in effect duplicated our input efforts and added
to the frustration level.
The 244th Medical Group in the end became the 244th Medical
Area Support Group for our organizations. we were instrumental in
effecting the following:
a. A crossloan of vehicle plan which enabled our units to
pickup MRE'S, water, janitorial and medical supplies.
b. A bus depot of sorts, were at one point we had over 60
busses under our command and. control which were used for moving
hospital personnel to and from the hospital sites.
C. Limited vehicle and driver support to the 1011th S&S
company to pick-up supplies from Dharhan.
d. Consolidation of 2754's Request for Issue to the
S Co. The majority of these were never filled.
e. Consolidation of Water and MRE requirements which we
controlled and directed.
f. Centralized pickup point for SSSC supplies when they
became available.
g. Centralized pickup point for MWR items when they
became available.
h. An information center where the units did not have to
go in blind, seeking supplies and services. When we learned of
something, we passed it on in writing to our subordinates.
i. Providing fork lift drivers to the 1011th S&S Co to
assist in the on and off loading of supplies.
j. Providing food service personnel to Eskan Village
which assisted in the opening and operation of four mess halls.
k. Providing of clerical personnel to the 2nd ASB, and
contracting office to aid them and reduce their workload.
1. A clearing house for all local purchase requests.
