NBC training became intensive early on and a tremendous
concern to the medical managers as the threat increased. Due to
lack of experience, quick fix programs were scheduled to provide
confidence to patient handlers and refine their skills in a
chemical environment. The section coordinated several training
programs, including but not limited to, one for all subordinate
units at Riyadh South involving triage, emergency treatment,
decontamination and clean treatment of chemical casualties. This
resulted in the equipping, staffing, maintaining and operating a
chemical decontamination site where over 165 personnel received
training. In addition, a roster of 73 personnel per 12 hour shift
was established for emergency purposes. This site was
disestablished on 8 march 1991. (See exhibit 15)
A second training program involved flight officers and nurses
from the Saudi Aeromedical Evacuation team at Riyadh Airbase.
Training received was individual and patient protection. Host
nation participation was noted and a positive interaction resulted.
The section also analyzed the guidance provided by higher
headquarters concerning MOPP levels. This area provided to be
troublesome in that no unity of protective posture could be agreed
upon given the uncertainty and reliability of information
disseminated at that time as well as the living and working
locations of affected soldiers. NBC warning and reporting system
for Eskan Village was fraught with problems. The 2nd ASB, JSRC and
ARCENT Headquarters all had different systems of notification.
Further complicating the situation was the Air Force NBCWRS. (See
exhibit 12)
CPOG/BDOG life was able to be extended by the Group as A
result of DA guidance received. All units maintained a sealed
CPOG/BDOG for contingency operations. Decontaminants were procured
to supplement the M258 personnel decontamination kits. CDE
shortfalls were identified. (See exhibit 13)
Exercises conducted were:
1. Patient decon facility training conducted for three
days.
2. Aircraft decontamination training was conducted with
the 336th Air Ambulance Unit, the 513th M.I. Brigade and the 244th
Medical Group. The training resulted in the proper decontamination
of the aircraft to meet the threat.
Planning, coordination and agreements were reached between the
244th Medical Group, 513 M.T.Brigade Joint Survival Recovery Center
(JSRC) regarding the decontamination of 244th Medical Group
personnel and equipment to meet the threat. This resulted in the
development of a Contaminated Control and Casualty decontamination
SOP. (See reference file) This SOP was developed by the 244th NBC
section and forwarded for adoption by MEDCOM.
