             2. PERSONNEL

                  The Si section continued to work closely with the 502nd PSC in
             the area of personnel service support to include available legal
             services, finance, religious -ministries, public affairs, morale
             support activities, administrative and postal services.              (See
             exhibits 1-3 a-c)

                  Updating the SIDPERS data base was an ongoing project as a
             result of the dramatic changes in the 244th population as shown
             below.

                  The  working relationship between the Gl of PERSCOM, ARCENT
             Surgeon and MEDCOM was excellent. They continued to assist in the
             areas of Personnel Strength Reporting, Morale, Awards, leave and
             passes, R&R Cruises and replacements. A total of 146 individuals
             received a 4 day pass to Bahrain and the "Love Boat".

                  Recurring problem areas such as mail deliveries, APO change
             return to duty (RTDA) were corrected.        LES's continued to be a
             problem, however, in that they arrived too late or were
             nonexistent.

                  Although morale began at a high level, two factors degraded
             morale that could have been avoided, first Uniform Issue and
             secondly, telephone service.

                  It is totally disheartening to the trooops to have served
             faithfully in a combat zone and not receive DBDU'S. Even now,
             reserve hospital units have been and are redeploying to the U.S.
thout being issued them. As a symbol of participation in this
             war, many medical reservists/National Guardsmen feel they have been
             ignored and subjected to a form of discrimination.             Secondly,
             telephones were in short supply and were never increased to
             accomodate the growing population at Eskan village and the Riyadh
             area.

                  The Si continues to prepare units for redeployment to the U.S.
             One major project has been to provide medical evaluations for all
             U.S. Army personnel in the Riyadh area, approximately 8-10,000
             soldiers. (See exhibit 4)
