                   Intent.  This annex establishes planning guidance, sets
          policies and procedures and delegates responsibilities for the
          conduct and management of personnel administration within the 7th
          Engr bde and attached units.

              b. Concept of personnel support. 7th Engr Bde S-1 will
          coordinate with VII Corps -For established personnel services in
          the Area of Operations. Units assigned and attached will follow
          those procedures.

                   (1) Personnel services will be provided by VII Corps
          PSC. PSC TBO.

                   (2) Replacements operations will continue from the home
          station. Replacements will be moved forward on flights is the
          logistics and operational situation permits. Replacement
          operations will be performed by 3rd Replacement Detachment
          initially ind the 9th RD on order.

              C.   Personnel Policies and Procedures.

                   (1) General (3Ltidance. Report and procedures will be IAW
          the 7th  Engr Bde and the VII Corps FSOP.

                   (2) Responsibilities.

                        (a) The 7th Engr BdL, S-1 is the administrative link
          between deployed units and the Corps G-I/AG for strength
          accountability and personnel operations.

                        (b) The Bde S-1 is responsible for casualty
          reports, replacement operations, total support and specirl
          personnel action.


                        (c) Bde S-1 is responsible -For obtaining finance
          support.

he Bde S-1 will be the POC +or AG, chaplin,
          finance, and safety.

                        (e) The 7th Engr Sde Command Group XO is the PC for
          OERs/EERs and SJA.
