            (1) -Esi)Fp) DOCFX section received approximately 1500 to
       2000 lbs. of documents from various sources. Screening continues
       to reveal widespread looting authorized by high ranking Iraqi
       government and army officials. Document screening revealed:
          - Orders to repaint stolen vehicles, to send stolen personal'
       goods (e.g. paintings, crystal, goblets) to individuals in
       Baghdad.
          - orders to put Iraqi military license plates on Kuwaiti
       vehicles commandeered during the invasion.
          - An order for Iraqi soldiers to stay out of civilian areas
       because some had been shot while looting and attempting to "take
       advantage of women".
          - Correspondence referencing a statement attributed to Saddam
       Hussein, stating that anyone harboring foreigners will be hanged.
          - A newsletter published by the Kuwaiti office of the
       Democratic Front for the Liberation of Palestine (DFLP) with
       numerous references to "friend" Saddam Hussein, as well as
       accolades to the Iraqi Army and the people of Iraq.
