        MEMORANDUM FOR SEE DISTRIBUTION

        SUBJECT: Chemical Battle Dress Overgarments (BDO)/Chemical
        Protective Overgarment (CPO) Use


        1. ARCENT PERSCOM personnel should use their current BDO/CPO
        wisely because worldwide supplies are very limited.

        2. The ability to transport overgarments with all of the competing
        war fighting priorities is also a major constraining factor.

        3. For the BDO, the commander has the -authority within existing
        doctrine, to extend the wear time from 22 to 30 days if an
        examination of the article indicates that it is not severely soiled
        or worn.

        4. Overgarments should not necessarily be changed after a given
        number of calender days. Change out only those overgarments that
        have actually experienced 14 or 22 days of wear rather than
        changing out garments with only a few hours of wear.

        S. Wearing the overgarment beyond the doctrinal change out time
        places the soldier at less risk than being attacked without another
        overgarment.
        6. The AR@ENT PERSCOM guard force are the most vulnerable
        personnel to a chemical attack and the procedure that has been
        established for the guard force to obtain additional CPOs/BDOs will
        continue to.be implemented.
