            10. Individual Concerns:                                    5 USC 552 (b)(6
            a. SSG                  was medically evacuated on I April
            1991 for asthma.
            b. When COL Trask raised question of who had approved 9
            April departure of above veterinary soldiers, Major Gaiser
            said CPT Scott was told by 3rd PERSCOM (the same ones who
            gave us erroneous orders on SSG Mabry, SGT Kidwell, and SGT
            Hanson) that all a soldier needed for them to manifest was
            memorandum of release from first 0-6 in Chain of Command and
            TAPC request for orders and the PSC will process, manifest,
            and airflow out. No DA 1610 or orders were needed and no
            clearance from MEDCOM. COL Trask reminded them all that he
            had never signed a release and he was first 0-6 in Chain of
            Command. Absolute silence. COL Trask will inform MEDCOM
            through LTC Lively of what Dhahran area personnel are being
            told, and make sure all have MEDCOM clearance.


            11. Other Items of Interest.
            a. 483rd Med r)et has discovered Dutch KLM Cargo Airlines at
            civilian cargo side of Dhahran Airbase is processing 3-6
            pets/day for shipment back to CONUS/ USAEUR at $300-$I,000
            per pet,
            b. COL Trask and Major Gaiser met with 173rd Med Group at
            Ai Khobar after M&M Meeting on non-tactical vehicle request
            delay- Was able to speed process by having Colonel Trask
            sign concurrence for stay behind 483rd support. Since 0-6
            presence/concern is the only thing that seems to move 173rd
            Med Group, COL Trask will accompany MAJ Gaiser weekly to
            173rd to push for 'resolution of lagging delays an 483rd stay
            behind issues. COL Mallory's staff at 22nd SUPCOM is
            insisting that 173rd Med Group will handle medical stay
            behind issues and not anyone else! Requested MAJ Gaiser set
            up meeting for next week with COL Farmer, Cdr, 85th
            Evacuation Hospital to see why he is being cut out of
            decision/ processing loop as well as 0-6 level vets.
            c@ COL Trask wants MAJ Geiser to attend 6 P.M. Monday and
            Thursday 173rd Med Group briefings to get all new
            information regarding stay behind units and to keep raising
            questions about progress of negotiations for housing, cars,
            commo, office space,
