                individuals have done independent testina which indicated
                that the paper could be part of our problem.

                (ref f) that he and CPT Minor from, CRDEC had worked most of
                the 17th of Feb With LTCDR @irns cf- the Nqvlj TAML atteirptinu
                to formulate a solution to the false positives. CPT PILime's
                recommendations to solve our problem included: 1) try takinli
                saffioles Without the paoer. 2) ensure that the samplers re-
                read the manual for the equipment because the ffanlial has been
                changed sliqhtlu since their trainina, 3) it thew qet a
                positive "Smart Test" t@ieu should run another test
                immediatelu, and 4) theu should rinse the spot with -wash
                solution to remove anu nonspecific reaction.
                7.     Reference e indicates that the LD50 for Anthrax is 8
                to 10 thousand organisms and that preliminary samples in
                Suadi ArabiA have shown concentrations of about 10.000
                particles per liter of varqina sizes. The sampling rates for
                these devices will result in a creat amount of air beinq
                drawn into and through these instruments. The result beinq
                that We are lookina for a SMI&II amount of particles amonast a
                large quantitu of extraneous material. This. coupled with
                the apparent low specificitu and hiah sensitivitu of the
                field "Smart Tests" has resulted in the over abundance of
                "false positives".

         negatives. the frecuencu of the false positives is
                ODerationallu an unacceptable Situation and one which MiLtSt be
                delt with ASAP. In addition. Anthrax false positives are
                n,or@ easilw delt with (since theu can be verified in TAMLS)
                than BOtLtlinuff, toxin which cannot be confirmed with
                confidence in the TAMLS. Instead all false positive
                BotLilinLim tests Must be shipp          bs.
