                                      INFORMATION PAPER




             At the request of the @assador of Kuwait, the U.S. Department
             of State designated the Environmental Protection Agency @EPAI,
             to assemble a team to assess the atmospheric effects of the
             Kuwaiti oil field fires on Kuwait, Saudi Arabia and Bahra4@n.
             The team consists of representatives from EPA; Centers for
             Disease Control, Public Health Service; National Cceani-- and
             Atmospheric Administration; and the Department of Energy. The
             team departed for Southwest Asia on 10 March 1991. The Army,
             Navy and Air Force, coordinated by OASD(HA), are prepared to
             support the team. The team is scheduled to brief CENTCOX on 19
             March 1991, to report its findings and recommendations and may
             issue a health advisory (which requires White House approval
             prior to release). The ARCENT Surgeon's Office has been
             provided equipment and support from the USA Environmental
             Hygiene Agency for environmental monitoring and sample
             analysis, Mild eye and respiratory tract irritation have been
             reported but no reports of serious health effects from oil
             field fires have been received. ARCENT Preventive Medicine
             Officer is in Kuwait assessing the situation. Troop rotation
             for health reasons should be considered only after EPA report
             and other information is available,
