                                       EXZCUTIVE SUMMARY 18 Mar 91

(TJ) Oil Ptal-d Fires in Liawait@ (U) (SGPS-PSP) The smoke from
oil field fires in Kuwait may pose a potential risk to U.S.
soldiers. Mild health effects have been reported, including
eye and respiratory tract irritation. Soldiers have been
advised to avoid smoke pl=es and wash frequently to keep the
skin clear of soot and oil. The moderate potential health
effects of asthma and bronchitis have not surfaced as a
problem. A team assembled to assaaa health threats from the
smoke and headed by the Environmental Protective Agency (EPA)
;Ls in Kuwait and Saudi Arabia and will report its findings and
recommendations to CENTCOM on 19 March 1991. The team is
expected to publish a health advisory. The EPA team will also
monitor the long-term health effects of the smoke. Troop
rotation policy may warrant consideration after the EPA
findings and other information are available. PROVIDE
               MEMO
