        200 - 1200 daily. A high estimate drove the development of Med
        Base America and the ordering of substantial items of medical
        supply such as litters, straps and blankets. The MASF and ASP
        estimated they would fly out 500 patients a day from KKMC. A
        substantial amount of engineering work was started, although not
        completed by G-Day, to support this concept at the airfield.

        2. Ground ambulance assets were also augmented by 15 Government
        of Germany ambulances and plans for 20 litter and 15 ambulatory
        buses to support the anticipated volume. The Ambulance Company
        was augmented by 101 drivers.
        3. An assumption was that 40% of the patients received at this
        location would be minimal care or would quickly become
        minimal care.

        4. while medical care for EPW's was specified in ARCENT MEDCOM
        OPORD 001, dated 2 January 1991, there was no mention of on-site
        EPW Camp medical support.
        S. Information on discharge and transfer was not available during
        the planning phases regarding how EPW's would be turned over to the
        Saudi medical system. Information was also not available regarding
        the turnover of other foreign nationals or civilians.

        6. MEDSOM should have been told well in advance that EAC, Med
        Base America and EPW Camp would be part of their mission. They
        then could have monitored levels of supply.

        7. Although the 251st had been augmented by specialty teams, the
        evacuation policy for this location supported the concept that only
        evacuation hospital level medical care would be provided in the
        fixed facility. This concept was not understood by forward
        deployed hospitals.


               DEVELOPMENT AND MODIFICATION OF THE COMMANDER'S PLANS

        1. Needed modification resulted from the planned addition of
        ground ambulances. 90 drivers were requested for these assets
sting assets so that medics could be freed to provide
        care on them.

        2. The development of Med Base America required the addition of
        a clearing platoon to receive and triage incoming patients.
        The deployment of the 301st and 402d EPW Camps without full
        medical complements and the rapid expansion of these camps to
        11,000 prisoners eac@, required reassigning an OA Detachment to
        the camp for support of 3,000 MP's, the assignment of a clearing
        platoon to create a minimal care holding capacity and to support
        sick call and the eventual task organization of additional
        physical assets, medical supplies and staffing from the 114th,
        350th and 365th Evacuation Hospitals.
