             ISSTM: At the onset of Operation DESERT SHIELD, there was no
             guidance on the number of Chemical Defense Equipment (CDE)
             overgarments required, per soldier, for deployment.

             DISCUSSION: CINCCENT guidance on the number of CDE overgarments
             required in theater was not released until November. Prior to
             receipt of guidance on these requirements, MUSARCs were unable to
             redistribute overgarments to fill shortages. This created a
             burden on the MS supply system since shortages then had to be
             filled by the MS after the unit arrived.

             RECOMMENDATION: The gaining CINC must articulate CDE overga=ent
             requirements at the outset of contingency operations.
