           SUBJECT: Mask Rework ODeration (U)

           1.       On 14 Dec 90 the XVIII Abn CorDs message ARCENT, HQ DA,
           AMC and the Chemical School that 44% of the M17 Protective Masks
           tested at the in-coun@-ry repair facility failed the quality
           assurance test.

           2.       @-he message equated this failure rate to Operation Rock
           Ready where, in 1984, all M17 series masks were recalled. The
           message has created considerable interest within the Chemical
           community.

           3. @ MG Greenberg, Cdr, AL4CCOiM and BG Nydum, Cdr, Chemical
           Research, DeveloDment, and Engineering Center (CRDEC) replied to
           the XVI'.'I Abn @@ords message, Their messages stated 'that -,he
           4-n-count.-y mask naintenance fac4l' @ uses test equipment designed
           to conduct production acceptance ;nd rebuild testing, a level of
           testing more stringent than that required for field protection.
           While MG Greenberg does not feel a significant problem exists, he
           has sent COL Gross, Deputy Cdr, ICRDEC) to investigate the matter.

                    COL Gross arrived in Riyadh 24 Dec 90 and in-briefed BG
           A-@no:d on the purpose of his visit to ARCE'IT.

           5,        A meeting will be conducted 26 Dec 90 at the mask repair
           facility in Dhahran to ascertain the magnitude of the problem,
           develop an appropriate surveillance program, and future courses of
           action.

           6, !U)    Results of the meeting will be forwarded for your
           information. If possible, BG Arnold will be out-briefed by COL
           Gross.
