RECOMMENDATIONS #3:
3a. Put one individual, a recovery project manager (PM)
reporting directly to the Under-secretary of MPW in charge and
responsible for recovery, operations. This individual will
have the responsibility, authority, and resources to expedite
recovery. 'Avoid interferences with short term recovery
efforts by giving appropriate authority and resources to the
PM. Give the Contractor the goal in terms of operational
capability, target dates, and resources,, and leave day to day
decisions to him. Periodic reviews of progress are
appropriate. Figure 4 is a recommended format for more
detailed reporting on critical components of the sewage
collection and treatment system. (MPW)

expediter to assist the PM. Reference is made to conclusion
#6 and recommendations 6a, 6b, 66.

CONCLUSION #4-
OXI must staff for recovery management and execution. OKI
staff ing has. been slow in coming and has an apparent focus
based on training and background in the O&M aspects of routine
operations - not emergency recovery effort management. The
stated reasons for slow staffing includes problems with visa
approval - it is reported that problem has been solvede but
needs to be monitored by MPW.
RECOMMENDATION 14:
The Project Manager should review the existing contract
between the Government of Kuwait and ONI regarding recovery
it to include better
definition of -recovery versus normal O&M efforts, performance
schedules and reporting, minimal personnel staffing levels,
and other considerations. (MPW)
