SHORT-TERM RECOV'ERY EFFORT
ISSUE No. 1: -PUBL3:C @TH MM SAFETY
CONCLUSION #I:
inad @ at* attention has been paid to the public health
and safety aspects of recovery efforts related to the sewage
collection and treatment syste=* and the necessary by pass of
sewage to the gulf during this emergency. Topic areas of
concern are: (a) gases from the sewer. system, (b) swimming and
other water contact at the beaches,, and (c) fishing and fish
consumption from the beach areas receiving bypass sewage.
RECOMMENDATION II:
issue advisories (public notice) regarding (a) sewer
gases, (b) water contact at beach areas., and (c) seafood
consumption. The critical need for timely and appropriate
public warnings 'and advisories should be given top priority by
all involved in the recovery effort. ACTION - MPW
ISSUE #2: OBJECT@S A'ND PRIORITIES ARE NOT CL Y DEVINED
CONCLUSION 12:
existing objectives and priorities will not result in
mmedient restoration of sanitary sewer service. Fxisting
objectives and priorities for short,term recovery are being'
confused-with long term infrastructure problems. There is no
reasofi to exclude such considerations, but they can not be
allowed to interfere with speedy restoration of basic'sanitary
sewer services. (See Table 11)

Adopt and implement the set of short term objectives and
assigned priorities for restoration of the sewage 'system
recommended in this report. (MPW, 014I) See App6ndix A, for a
