                  power, water supply, and roadway   systems.   It is not like the
                  electric power, water supply, or road net     systems in'that it
                  is not a "grid'$ system in terms of operation.       If there 'is
                  blockage or disruption in the water, electric, or road net
                  systems, there are generally ways of isolating or avoiding the
                  problem and restoring service or access. The sewer system is
                  a "one way" only conveyance system.' A blockage in one segment
                  disrupts all service "upstream" from that point, and there are
                  no ways to restore service without clearing the problem. !rhis
                  aspect of the sewer system makes it more difficult to restore
                  general service and requires a reasoned approach to allocation
                  of resources for the effort. Figures 1 and 2 will assist the
                  reader in visualizing the fundamental differences in the
                  systems.

                        3.   There were sigmif icant problems with the sewage
                  collection and treatraent-systems Rrior to the invasion. These
                  probiems contributed to:

                        a. Odor Problg_ms    This is  not a new problem; it
                        may simply be relocated because of post liberation
                        circumstances.

                        b. Daily by-pass of raw and septic sewage to the
                        Gulf from the Ardiya Plant was occurring.

                        c. Ma!6r rehabilitation and refurbishment of the
                        sewage collection system pump stations and
                        appurtenances were under        contract at many
                        locations, i.e., the screw pump stations in all of
                        the Ardiya STP catchment area were to be
                        rehabilitated.

                        4. Damage As a result of occupation and-liber-ation was
                  not as bad as-we expected. The following is a summary of our
                  field observations of Ardiya, Rigga,, and Jahra treatment
                  plants:

                        a.  At Rigga STP significant damage was done by
                        explosives to pump controls for rapid sand filters
                        used for tertiary treatment. The damaged area is
                        not critical beyond secondary treatment. The plant
                        can be operational with minimal repair work.

                        b. Damage to laboratory and Administrative areas
                        at'the Rigga and the jahra stpos was extensive.
