C31 ISSUE NO. 4 Standardized AE Concept Needed
(SGHR ITEM NO. 86)
DISCUSSION: A requirement exists for a single wartime aeromedical evacuation
system concept of operations, coordinated and agreed to by all using commands.
Each command has its own concept. Each contingency has resulted in another
unwritten concept of operations for AE and patient regulation. The ARC, having
over 95% of AE personnel, has worked with AMC over the years to standardize AE
operations.
RECOMMENDATION: Publish an approved, in-depth concept for AE operations in
either DOD, tri-service, or USAF regulation. All services and command must be
required to follow the concept. A centralized agency must prepare training
materials based on the approved concept and allow all personnel to become
proficient.
ACTIONS REQUIRED: Revise AE system to address problems.
ACTIONS COMPLETED: AMC has developed new AE structure and system through
development of new and reorganized AE UTCs. The new structure is now in place
that will provide the command and control necessary to standardize the AE
system. Work is ongoing to train personnel and test the new system to ensure
viability.
