MEDICAL LESSONS LEARNED
DESERT SHIELD/STORM

CATEGORY: Planning

ISSUE ITEM #:

SUBJECT: Mobilization

BACKGROUND: Timing of the call-up lagged behind the
deployment of our active duty medics. Call-up authority was
also received incrementally. SAC medical could not request
ARC mobilization until active duty forces actually deployed
and left a vacancy at a stateside facility.

DISCUSSION: The method of backfill created a temporary gap
of some specialties at SAC CONUS. This required us to
backfill by using active duty medics from SAC facilities
which did not deploy. This re-leveling within Command
resulted in many facilities operating "one-deep" in each
operating room specialty - work days, on-call at night for
two weeks until ARC medics arrived.

ACTION RECOMMENDED: Call-up should be timed to coincide or be earlier than deployment.

SUGGESTED OPR: HQ USAF/SGHR
