SUBJECT:  CONUS Mobilization 
 
BACKGROUND: Mobilization plans were not, followed in the 200K and partial mobilization. This resulted in some reservists being 
Switched over completely to active duty and others left, somewhere in between active duty and reserve duty. This created problems 
with pay, records, and entitlements. 
 
DISCUSSION: The decision was made to keep unit personnel under the administrative control of the reserves, but to put the lMAs 
completely under control of active duty. Problems arose because of the definition of extended active duty and the requirement of 
certain sections of law that require EAD for certain benefits. 
 
ACTION RECOMMENDED: Regulations should be changed to reflect the way we want to do business. If this requires chances in law, 
those changes should be proposed to Congress.
