MEDICAL LESSONS LEARNED
DESERT SHIELD/STORM

CATEGORY: MANPOWER AND PERSONNEL

ISSUE ITEM *:

SUBJECT: PHYSICAL DISQUALIFICATION

BACKGROUND: Individuals with medically disqualifying conditions that existed prior to entry
into service (EPTS) were activated and then boarded out. This process was lengthy and
involved in cares where the individual was a medical reservist.

DISCUSSION: All personnel with EPTS conditions had to have a Medical Evaluation Board done
before they could be discharged. Medical personnel do not normally have an MEP done at the
same facility in which they work. This can be waived, and in the case of reservists that
are only there on temporary duty, it would
seem to make sense to waive this restriction.

ACTION RECOMMENDED: Plans should be made to expedite the Medical
Evaluation Board process for personnel with EPTS problems.
