BACKGROUND: Surcharge (16O%) on meals served in government facilities made feeding charges 
greater than per diem rate of enlisted troops 
 
DISCUSSION The per diem rate for enlisted personnel was less than the amount charged to eat. 
This forced the individuals to either not eat or find substitute meals they could afford. 
often at the cost of nutritional benefit. 
 
ACTION RECOMMENDED: Change the surcharge policy or change the per diem.
