SUBJECT: Reserve Augmentation Regulations
 
BACKGROUND: The guidance on exemptions and delays was 
inconsistent. OSD issued guidance which was at odds with Air 
Force guidance as put forth in AFR 28-5. The impact of exemptions 
was not fully understood.
 
DISCUSSION: The guidance for delays and exemptions should be the 
same for all services and for both active and reserve members. 
(The pregnancy policy was different in the Air Force between the 
active and reserve). The exemption policy in AFR 28-5 is based on 
the assumption that a member of the Selected Reserve can never 
have a valid reason to be fully excused from a recall. 
 
ACTION RECOMMENDED: AFR 28-5 should be revised as necessary to provide consistent guidelines 
that, recognize changing environments and needs of the services. Exemption should not mean 
automatic release from reserve program.
