DESERT SHIELD/STORM LESSONS LEARNED REPORT #X

POC: J. HERBERTSON/SGR/6490

TITLE: Reinforcement Designee Policy

OBSERVATION: Medical reinforcement designees do not need to be pushed to ATC bases
during mobilization.

DISCUSSION: Members of the 9021st Air Reserve Squadron, (Category H, non-pay program),
Reinforcement Designees, were not happy with the mobilization. Since they are
considered part of the Individual Ready Reserve, they were included in the push-pull
mobilization and sent to Lackland AFB for processing prior to duty at a medical
treatment facility. These individuals are participating Reservists, have a unit of
attachment, and train. They do not need to be included in push-pull mobilization.

LESSONS LEARNED: Reinforcement designees should not be handled like the rest of the
IRR.

RECOMMENDED ACTIONS: Mobilize reinforcement designees directly to a medical treatment
facility during the next contingency. We may want to look at placing these members
under the Selected Reserve rather than the IRR.
