TITLE: Delay and Exemption Policy 
 
OBSERVATION: Delay and exemption policy was unclear and went through several changes. 
 
DISCUSSION: Coordination between HQ ARPC, HQ AFMPC, HQ ATC, and Lackland AFB regarding 
delays and exemptions was poor in the beginning stages. Prior to 30 Jan 91, it was unclear as to who was 
responsible for delays and exemptions. Originally HQ ARPC/SG was handling the medical delays and 
exemptions for the IMAs only. However, as of 30 Jan 91, ARPC became responsible for all delays and 
exemptions. Many individuals who had to report on 1 Feb 91, and had legitimate reasons for a delay or 
exemption, were not afforded that opportunity due to short notice reporting. This made Lackland AFB 
responsible for delaying or exempting these members. Most of the individuals needed time to finalize their 
affairs. Lackland AFB either granted delays or TDY en route to the PCS station for this purpose. A great 
deal of confusion and effort could have been precluded if Reservists were given the opportunity to obtain a 
delay. Once the responsibility for delays and exemptions was identified as being an ARPC function it ran 
very smoothly. 
 
LESSONS LEARNED: Delay and exemption policy changes were an additional point of confusion during 
this contingency. 
 
RECOMMENDED ACTIONS: HQ ARPC is given authority over delays and exemptions in AFR 28-5 to 
include IMA, IRR, retired regular and Reserve personnel, and the standby Reserve. Recommend this 
guidance be followed strictly during any mobilization. Also recommend as much lead time as possible prior 
to reporting, especially for the IRR and retired regular members (see item #L)
