TITLE: Short Lead Time for IRR and IMA
Call-Up/Mobilization
 
OBSERVATION: Short lead time for notification of call 
up/mobilization caused hardship for Reservists and 
additional unnecessary labor for all. 
DISCUSSION: ARPC was forced to grant many delays so 
members could get their affairs in order. Lackland AFB 
also had to grant many TDYs enroute to these members' end 
assignment for the same purpose. All these efforts could 
have been avoided if more lead time was given prior to 
reporting. This lead time is particularly essential for 
Medical Corps officers. We mobilized many physicians who 
had to make arrangements to close down or contract someone 
to take over their practices. Some of the surgeons had 
active cases that needed follow-up to avoid malpractice 
suits. Other individuals in the IRR did not have time to 
make dependent care arrangements. Members in the Selected 
Reserve actively participate and should be ready to report 
quickly; however, the swiftness of reporting should be 
looked at in a realistic light, with sensitivity to the 
member. Members in the IRR and retirees do not participate 
and should not be asked to interrupt their lives so 
abruptly without time to make proper arrangements.
 
LESSONS LEARNED: Longer lead time would benefit the 
Reservist and all administrative actions during 
call-up/mobilization. 
 
RECOMMENDED ACTIONS: HQ ARPC should be given 5 days for 
mobilization processing and IRR and retired members at 
least 30 days notice before reporting, if possible. IMAs 
should be given as much notice as possible. This will 
allow Reservists time to arrange their affairs.
