and ASF to develop a "smarter" way of doing business. AECEs cannot activate one day and be 
expected to recover/launch aircraft the next day. 
 
		(3) Recommended Action: AECEs must be activated at the same time AS. are 
activated.  While complete activation is not necessary, at a minimum the following AFSCs 
are required: 
 
			(a) One 9016 
			(b) One G9766 
 
			(c) Two 906X0s. 
 
Recommended Action Office: HQ MAC/SGX.
 
	y. Title: Waiving or Banking of MSC Flying hours During 
Periods of Conflict - 
 
		(1) Observation: MSCs assigned to critical tasks in 
support of the war were still required to fly the minimum 4 
contact hours per month.
 
		(2) Discussion: MSC directly engaged in the 
management of Operation DESERT SHIELD/STORM activities had 
difficulty in meeting the minimum flying hour requirement. To 
comply with the requirement it is often necessary to fly for at 
least one day, thus taking the manager away from critical war 
duties. While it is important to maintain contact-with inflight 
operations, MSC ground duties will often over shadow any possible 
inflight gains. 
 
		(3) Recommended Action: HQ MAC/SGO should have the 
authority to waive the flying hour requirement based on mission 
needs. If this is not possible, MSCs should be allowed to bank 
hours on a quarterly basis. Recommended Action Office: HQ 
MAC/SGO. 
 
z. Title: Use of the Hub/Spoke System for Casualty Reception and Redistribution in the 
CONUS. 
 
	(1) Observation: Using the Hub/Spoke system for redistribution of wartime casualties 
would completely change the current method of patient movement in-CONUS. Current 
resources, along with identified augmentation, by C-130s and Reserve groups, have been 
determined to be adequate to redistribute expected casualty numbers. The need to create a 
new plan for patient movement is questionable. 
 
	(2) Discussion: Deployment to the hub/spoke system while continuing with peacetime 
AE results in unnecessary disruption of service to routine facilities. Current resources 
along with augmentation would accomplish the same mission. Use of the hub/spoke system 
completely eliminated the inherent
