          SUBJECT: JOINT BIOLOGICAL WARFARE DEFENSE COMMITTEE TANK
                    BRIEF (U)

          1. (U) PURPOSE: To discuss Joint Biological Warfare Defense
          Committee (JBWDC) Tank Brief, 30 Oct 91.

          2. (S) BACKGROUND

               a. (U) DoD tasked Army to prepare a DoD Biological Warfare
          plan by 30 Nov 91. The JBWDC, chaired by MG Del Rosso, DAMO-SWC,
          briefed the Service operational Deputies (OPSDEPS) on the plan.

               b. (U) Four JBWDC working groups exist: Protection,
          Detection, Decontamination, and Vaccine Policy/Production
          (VPPWG). The VPPWG is chaired by BG Blanck, OTSG.

               C.       The VPPWG  and the Army OTSG recommended to the
          JBWDC to "vaccinate the  force at risk" (Encl 1).

               d.       The VPPWG  briefed vaccination options to the JBWDC
          IS Oct 91 (Encl 2). BG   Blanck stated the AMEDD could support any
          option beyond stockpile  only.

               e. (U) The JBWDC    did not discuss or make a vaccination
          recommendation.


          3.        FACTS

               a.       The recommendation (Encl 3) briefed to the OPSDEPS
          (stockpile vaccines at current production rates) is inconsistent
          with medical recommendations.

               C. (U)     The recommendation was an outgrowth of the
          briefing package building process. MG Del Rosso and LTG Peay
          (Army DCSOPS) were prebriefed.

               d. (U) MRDC is preparing a memorandum for LTG Ledford. It
          will most likely request LTG Ledford to discuss the issue with @
          General Sullivan.                                                 ot
