These must be documented. Upon arrival at NCTR, the animals
must be quarantined for 10 weeks, during which time they will be
examined for ecto- and endo-parasites, receive 5 TB tests, and be
tested for Herpes B virus. Anti-Shigella antibodies must fall
below certain titers. Animals must be Herpes B negative and but
they can have antibody titers to the virus. They must be
parasite-free except for lung mites. A typical protocol will
utilize 24 monkeys; 25 animals should be ordered for such a
protocol. Ron Banks will prepare an SOP for the
testing/acceptability criteria of shigella animals (prior to
shipment to NCTR, after the 10 week Quarantine at NCTR, and
following the post challenge quarantine). He will distribute the
drafts to Tom Bucci, Bill Witt, Larry Hale and Mike Roy for
comment and then prepare a final SOP.
9. Late in the afternoon, Dan Brand, Mr. Cody Partridge, safety
officer, Larry Hale and Mike Roy met at Building 14 to discuss
the possibility of doing the preclinical Shigella studies in the
Chem Defense area (Building 14B and 14C and renovated by USAMRDC)
on a temporary basis. The primary issue is safety. Can the
animal wastes be collected and transported to an autoclave in
another building in a safe manner and can the animal cages be
disinfected and moved to a cage washer in another building in a
safe manner. Everyone agreed that it could be done as an interim
solution, that SOPs must be written to guide the procedures; if
these SoPs were followed, the studies could be performed in a
safe manner and without adding too many more man-hours to the
budget. Animals could be quarantined in room 14CI27 (or adjacent
rooms) and challenge and vaccination studies could be performed
in rooms 14Bl3O/l3l/l32. We could complete 3 or 4 shigella
studies and the dengue neuovirulence study in this area in
FY1991. Once Bill Witt has received rough drafts of protocols
from Larry Hale and draft SOPs from Roy Banks, he (with the
assistance of Cody Partridge) will write the draft SOPs to guide
animal personnel in this area. These will be circulated to Larry
Hale, Jack Knowles, Ron Banks, Tom Bucci and Mike Roy for comment
and corrections. Bill Witt will then prepare the final SOP for
animal care operations in these areas. They will probably have
to be reviewed by the safety officer at USAMRDC.
10. The afternoon session was a discussion of the Architectural
and Engineering design and budget (A&E) for the Contingency
Vaccine Storage Area and the Preclinical Vaccine Testing Area,
areas I and III, respectively of Building 14. Thomas Bedick,
Robert Davis, Cody Partridge, Bruce Rice and a representative of
the NCTR contracts office were present. Three representatives of
