         SUBJECT: BIOLOGICAL DEFENSE VACCINE PROGRAM STATUS


         FACTS

         1. (U) This is an update of the information paper prepared by
         Dr. Boyle/DAMO-SWC/73535.

         2.        The Vaccine Production and Policy Working Group (WG) of
         the General Officer Steering Committee on Biological Defense met
         for the first time 9 Aug 91 under the aegis of BG R.R. Blanck,
         DASG-PSZ. The WG met again 26 Aug 91. All services were
         represented.

             a. (U) WG PURPOSE: To act as the focal point to coordinate
         and formulate recommendations for policy and production of
         biological defense vaccines.

             b. (U) WG    OBJECTIVES:

                         -Develop necessary cost estimates for individual
                          vaccines and for production.
                         -Establish time lines for vaccine production.
                         -Recommend steps to attain in-house vaccine
                          production capability.
                         -Propose recommendations on vaccine policy.

             C. (U) Recommendations at 9 below.

         3.        Proposed Vaccination options and Estimated Costs:

             a. (U) Assumptions:

                   - The total force                (including RF and
                     indigenous civilians.
                   - Cost of Anthrax per dose: $8.5    5.25 (series of 6).
                   - Cost of Botulinum toxoid: $33    11. (series of 3).

                         (NOTE: Inoculation cost is that expended in first
                         year. The last dose for the anthrax series (at 18
                         months) is accounted in this estimate as an annual
                         cost.)

                   - Personnel turnover rate of 15 percent.
