         SUBJECT: BIOLOGICAL DEFENSE VACCINE PROGRAM STATUS

         1. PURPOSE: To update the Surgeon General on the status of the
         medical biological warfare defense activities.

         2. FACTS

             a. The Under-Secretary of Defense named the Army as the
         Executive Agent for the Biological Warfare Defense Program
         26 Aug 91.

             b. ODSOPS, MG Del Rosso, is responsible for collecting the
         information for the proposed Tank brief on this subject. We are
         actively supporting him.

                   (1) The Biological Defense General Officer Steering
         Committee (BD GOSC) chaired by MG Del Rosso, Director, Space and
         Special Weapons met 29 Aug 91. Working Groups of the Committee
         are:

                         Bio-Detection and Early Warning (Navy)
                         Decontamination (Marines)
                         Physical Protection (Air Force)
                         Policy and Vaccine Production (Army)

                   (2) The Vaccine Production and Policy Working Group,
         chaired by BG Blanck, provided cost estimates and
         recommendations.

             C. The Army indemnified the National Cancer Institute
         (Program Resources, Inc.) to produce anthrax vaccine. This
         action increases our ability to produce both anthrax and
         botulinum toxoid.

             d. MG Travis is scheduled to brief BG Blanck on MRDC efforts
         Friday, 0900, 13 Sep 91. Briefed will be production schedules
         and Desert Storm follow-up research efforts.

             e. BG Blanck is scheduled to meet with MG Del Rosso Friday,
         1530, 13 Sep 91)to discuss U.S. production capabilities.
