Freedom of Information Act Request Analysis
1. REQUEST: Articles, reports, summaries discussing use of
botulinum vaccine by US military personnel stationed in Persian
Gulf during ODS.
RESPONSE: Two pamphlets: "(S) Medical Defense Against
Biological Material"; and "(U) Medical Countermeasures Against
Biological Material/Biological Material Detection and Physical
Countermeasures". Can be submitted based on approval by
Department of Army, Department of State and National Security
Council.
2. REQUEST: Records containing information on quantity of
vaccine used, number of US military personnel to whom vaccine
administered, number of inoculations with vaccine.
RESPONSE: None available. Only approximate numbers which
appeared in JS memoranda written to assist in decision making
process and in preparing for TANK briefings.
3. REQUEST: Records containing information on administration of
vaccine to non-US military personnel.
RESPONSE: Non available.
4. REQUEST: Records used to provide information or describing
information which was provided to recipients of vaccine concerning
efficacy/adverse effects, including disclosures to recipients
concerning investigational status of vaccine.
RESPONSE: None available, other than paper "Information on
Botulinum Vaccine,, which was submitted with FOIA request.
5. REQUEST: Records containing information on adverse effects
experienced by recipients of vaccine.
RESPONSE: None available, other than informal statements made
regarding program progress. Information was used to assist in
decision making process and in preparing for TANK briefings.
6. REQUEST: Records containing information on efforts to obtain
informed consent from military personnel for use of vaccine, and
ilitary personnel who refused to consent to use of
vaccine.
RESPONSE: None available, other than US Court of Appeals for
the District of Columbia Circuit Appeal (91-5019), 16 July 1991,
available to public. Case dismissed.
