               during ODS are still considered classified information.

               a.       Release of any of the information requested would be
               very valuable to present and potential adversaries. The
               disclosure of detailed information such as the number of
               individuals vaccinated, quantities of vaccine produced, etc.,
               would interfere with our ability to respond rapidly in the
               future to the now identified chronic shortages in the
               industrial base.

               b. (U) Notwithstanding the above position, documents which
               meet the intent of those requested in paragraph 1 are
               attached at TAB A. These two pamphlets (one unclassified and
               one classified) resulted from a collaborative effort between
               US and foreign medical professional staffs, under the
               auspices of the Executive Agent (Department of the Army). As
               such, release is subject to the concurrences of the
               Department of State, the National Security Council, and the
               Department of the Army.

               C. (U) A synopsis of records requested under FOIA and
               status on the Joint Staff is attached at TAB B.

               d. (U) There are numerous memoranda and decision papers
               regarding the biological defense program which, while
               classified, are not responsive to the FOIA request.
               Exemptions 1 and 5 are applicable. The information contained
               concerns military plans and operations and staff advice and
               opinions generated preliminary to a decision, the
               unauthorized release of which could be expected to cause
               serious damage.

           4. Conclusion: (U) Disclosure of the informtion requested, in
e DOD's best interest and
           could be expected to cause serious damage in the future.

           5. (U) The total time spent on this review was 3.5 hours.

           6. Recommendation: (U) DJS initial the attached Form 136 and
           forward to DocDiv, Joint Staff
