         SUBJECT: Nonconcurrence on Placement of Gold Standard Biological
         Warfare (BW) Lab Capabilities in the Area of Responsibility (AOR)
         in Support of Operation Desert shield (U)


         transfer these capabilities to the AOR would mean degrading the
         U.S. BW analysis ability during the most critical time period
         (Jan-Mar 91).

             b- T" Even if these capabilities were placed in the AOR, the
         quality assurance and test procedures would undergo more severe
         scrutiny than CONUS based USAMRIID because they have not undergone
         the tests and validation of time by world scientific
         organizations. These results alone may not withstand world
         scientific scrutiny in light of the decisions the National Command
         Authority may have to make if BW agents are used in the AOR.






         6. @ A system is in place to provide the confirmatory data that
         BW agents were used in the AOR. It includes utilization of the
         U.S. Army Medical Research Institute of Infectious Disease
         (USAMRIID) as it is located at Fort Detrick. There are numerous
         tests which must be performed at USAMRIID to provide that strong
         confirmation of a BW attack. The system established is as follows:

             a. (U) Potential BW samples are collected in the AOR.

             b. (U) Samples will be distributed to appropriate AOR and/or
         CONUS labs.

             c.  @ Samples will be shipped rapidly to CONUS while chain of
         custody is maintained.

             d.  @ USANRIID will receive and analyze the BW samples
         immediately.

             e. @ Samples will be shipped to second lab for confirmation
         of results (e.g., Center for Disease Control and/or National Animal
         Disease Laboratory).
