couii(ei, a specific threat level or) the right. Investment costs grow with most
alternatives (except Alts 2 and 3) to counter a higher threat. As indicated the
combination of all Services' core (funded) programs is sufficient to counter a low
threat condition. While the probability of biological agents employment may be
low, the serious consequences of its use warrants a response beyond the current
status quo. To counter the full OSD worse case threat assessment, alternatives 5
or 6 would be approl:)i iate. A current operational assessment of the threat starts
at the bottom of the medium category and extends upward accounting for
observed treii(Js in proliferation. To counter a realistic threat potential,
alternatives 2, 3 or 4 all are appropriate partial responses. Considering the
dileinitia of peace time vaccination with not enough vaccines for everyone at risl(,
the best alternative commensurate with the threat and ris)( appears to be
Alternative 2.
