         protected against secondary contamination. These measures must be
         practiced by those who transport, store, prepare and serve food,
         also those who eat the food. When applicable, consideration must
         be given to control measures necessary to prevent contamination of
         food by insects and rodents. Cans should be decontaminated by
         chemical means, boiling or flaming, prior to opening. After this
         the contents are safe to eat with or without heating.

             Experience from training and exercises has shown how difficult
         it is to maintain satisfactory personal and area field hygiene,
         particularly in unfamiliar climates. Very strict measures are
         required concerning the treatment of waste and sewage as well as
         management of latrines. The risk of biological attack highlights
         the necessity of giving training in these measures in order to be
         prepared to reduce as much as possible the effects of such an
         attack.

             Water surveillance and area water sanitation control measures,
         if indicated, must be instituted immediately after a biological
         attack. The best insurance of water sanitation, prior to the time
         that surveillance and application of area control measures are
         accomplished, is to boil the water for 15 minutes before use.
         Under most circumstances following a biological attack, water
         chlorination at 10 ppm (10mg/liter) for 30 minutes would ensure
         safe water. These procedures are not effective against certain
         viruses, spores or toxins.

             Again it should be emphasized that the soldier, compared to
         civilians is well equipped with water purification tablets, and
         that military units possess various systems for purification of
         large amounts of water for consumption and hygiene purposes.

             Water should never be consumed without purification or boiling.
             Washing with soap and water is the most effective simple
         personal hygiene measure for the control of communicable
         diseases. All persons suspected of being contaminated by a
         biological cloud should immediately if possible, take appropriate
         measures to ensure that skin, hair, nails and clothing are cleaned
         and kept free of disease-producing organisms.
