            SUBJECT: Diagnosis of BW Agents and Endemic Diseases, operation
            Desert Shield

            ISSUE: Biological warfare (BW) agents and naturally occurring
            diseases represent a significant threat to personnel deployed in
            Operation Desert Shield. Augmention of existing clinical
            diagnostic capabilities with specially developed procedures for
            the diagnosis of these medicf&l threats is needed. Propose that
            special diagnostic teams be created and deployed to the theater
            of operation and the medical evacuation sites as follows.

            1. FACTS.


                a. Personnel requirements: Two independent teams are
            needed, with centralized support from USAMRIID. Each team
            composed of an 0-3/0-4 MS/VC officer and 2 E-4/E-5 medical
            technicians (advanced medical laboratory trained), 92B/01H.

                b. Locations: one laboratory placed in the theater of
            operations and one laboratory placed in the 10th MED LAB,
            Germany.

                c. Capabilities: Rapid diagnosis of BW agents from
            clinically ill personnel (Anthrax, Staphylococcal enterotoxins,
            and Clostridium perfringens), and naturally occurring diseases
            (hemorrhagic fevers, arboviral fevers, Q fever, Mediterranean
            Spotted fever, endemic and epidemic typhus) will be done by
            deployed teams. Autopsy specimens from mass casualties will be
            transported directly to USAMRIID for analysis (botulinum toxin,
            others).

                d. Equipment: All procedures use non-infectious, non-
            radiolabeled reagents, with same day results. Equipment will be
RIID.

                e. Training: Training provided by USAMRIID.

                f. Supplies: Consumable supplies and critical reagents
            provided by USAMRIID.
