          SUMMARY OF EVALUATION: The basic PBD deleted      the funding provided
          in the FY 1994 PDM in FY 199S, FY 1996, and FY 1997 and withheld
          the funds in PY 1994 for a Vaccine Production Facility pending
          completion of a study that examines the cost and feasibility of
          other alternatives for acquiring the nation's biological defense
          needs. The alternative restores $10.0 million in FY 1995 to allow
          feasibility studies and planning and design of a Vaccine Production
          Facility to continue, pending a final decision on the program.

          ALTERNATIVE ESTIMATE: Adds $10.0 million in FY 1995 for the
          planning and design of a vaccine production facility.
