        measures, will also vield a measurable contribution to
        deterrence.

        6. OBJECTIVES FOR BIOLOGICAL DEFENSE

           a. (U) Orientation to protect and imnrove soldier
        survivability.
               b. (U) Increase preparedness to survive, continue to fiaht
        and win throuah:

                (1)   Detection of attack

                (2)   Prevention of casualties
                        -better MOPP gear
                        -collective protection svstems
                        -Drouhvlactic counter measures
                        -advanced and ranid therapy

                (3) Treatment of casualties at lowest possible level
                      and return to dutv as quickly as -Dossible.

                (4) Demonstrate a sound, strong and responsive RDA
                      program to counter:

                        -Technological surnrise

                        -Existing threats

                        -Emeraing threats to include terrorism

                        -The lack of specificity by usina generic
                        advroaches



        7. (U) CONCLUSIONS
            a. (U) The ranid ascent of biotechnology and genetic
        engineering has significantly expanded the opportunities for the
        manufacture of new and modification of existing BTW aaents which
        put the US/allied soldier's survivability at risk-@ This rapidly
        expanding threat along with the apparent stockpiling of classical
        agents by possible users presents unique problems due to the lack
        of specificity, rapidity of the growth of stocks and almost
        infinite variability of materials.

            b. (U) Sustained and aggressive biological defense programs
        which provide anb constantly improve Products for detection,
        physical protection and medical defense are absolutely essential
 to counter the existing and emergina threats to include
        terrorism.
