SUBJECT: Bicloaical Defense Conceut (U.)--ACTION MEMORANDUM
1. (U) Purnose: To Drovide:
a. Secretarv of the Armv with an Armv
t)csition on a Concert for Bioloaical
Defense.
b. Guidance to ASA(RDA) for Bioloaical
Defense Program execution.
c. Secretary of Defense with the Army
nosition and solicit OSD suunort.
2. (U) Discussion:
a. @ The advent of Operation Desert Storm/Shield has
stressed the need for a viable biological defense program
including rapid long/medium/short ranae detection devices,
agent alarms, agent identification, p@rsonnel protection and
medical prophylaxes, treatment and theranv.
b. (U) The ravid ascent of biotechnology has acerbated
the Droblem due to the expanded opportunities for the
preparation, manufacture and weadonization of new and
modified biological and toxin agents. This can occur so
ranidly that specificity of detection cannot be accomplished
with anvwhere near the same rapiditv. As a result, it is
essential that RDT&E be accomplished looking for generic
ure.
However it is essential that as much soecific intelligence
information be obtained and rapidly disseminated to support
RDT&E programs.
c. (U) The lack of a viable biological defense program
is seen as minimizing military personnel survivability in
that there was a lack of detection equipment immediately
available for rapid deployment in opera@ion Desert
Shield/Storm.
d. @. The Bioloaical Defense Program has suffered
from minimal funding and high level support since the
offensive program was eliminated in 1969 by Executive Order.
